Because Shadow Clones are unable to use Bloodline Limits...the author was following canon logic with them. The MTL for this was not as good as some other stories, so it was hard to follow in some places, but the Shadow Clone logic was sound. Clone techniques use as much intelligence as put into them upon their creation and ninjitsu of their elements. Shadow Clones have access to memory return and all ninjitsu since they are basically a Yin Release clone.
